General Manager of San Francisco’s Public Utilities Commission, Harlan Kelly, was indicted for wire fraud for allegedly accepting meals, cash and other gifts from a San Francisco construction company in exchange for providing insider information on public contracts. Kelly isn’t in custody. It was alleged that Kelly had a long-running relationship with construction company executive and permit expediter Walter Wong. Among other things Wong gave Kelly international trips including a family vacation to China as he sought a contract to convert San Francisco street lights to smart LED technology. The trip expenses included the plane flight, jewelry and the $2,000 cost of a Hong Kong hotel room.

Kelly’s wife, San Francisco City Administrator Naomi Kelly, was on the trip. She hasn’t been charged with a crime.

Kelly is alleged to have provided Wong with confidential information about the bid process, along with engineering a delay in the process to benefit Wong. In the end, Wong did not bid for the streetlight contract.

City Hall probe began in January. Since then nearly a dozen people have been charged. Former Public Works Director Mohammed Nuru was arrested and he resigned his post after being charged with fraud and lying to the FBI.
