Wu Changshun, director of the city’s public security bureau, is under investigations for “serious disciplinary and legal violations”. This is the generic description given by the Chinese authorities all forms of corruption. Wu is the third senior security official to come under investigations recently. Since President Xi Jinping came to power last year there has been a wide-ranging crack down on bribery and corruption. His high profile campaign is deemed by some as lacking in transparency and has not resulted in a systematic reform of the system.
Wu’s predecessor Song Pingshun committed suicide in 2007 after authorities started investigating several officials in Tianjin’s judicial departments. Under that investigation a deputy police chief, Li Baojin, was given a suspended death sentence. Later his sentence was commuted to life imprisonment following the usual practice in such cases.
In a different area, the prosecutors have initiated investigations into 5 senior officials for suspected bribery and embezzlement.
Liang Jingli, former president of Guangxi Liuzhou Iron and Steel Group, and Ma Linguo, former general manager of the Yinchuan branch of the State Grid Ningxia Electric Power Company, Luo Weiguo, former discipline chief of the department of land and resources with Guangxi Zhuang Autonomous Region, Gao Chongtong and Huang Quanfu, both former senior officials with the Ningxia Hui Autonomous Region government.
Supreme People’s Procurator (SPP) said that they were placed under “coercive measures,” an expression that would indicate any of summons, bail, residential surveillance, detention and arrest.
